本文依据经济学和管理学有关理论，以我国道路运输组织结构和经营结构调整问题为研究对象，从运输结构的概念、影响因素和合理化原则出发，分析了目前我国道路运输组织结构和经营结构的形成原因、存在问题以及面临的形势；在介绍和总结了发达国家道路运输组织结构和经营结构调整的成功经验的基础上，结合我国道路运输发展的三阶段目标，提出了实现我国道路运输组织结构和经营结构合理化的三阶段目标。
